Why this matters: our read

This is the start of a process, not a finding. The tribunal's October test is only whether injury is reasonably indicated, so it settles neither whether dumping or subsidizing occurred nor the size of any duty. That question sits with the border agency's preliminary decisions.

The Canada Border Services Agency began investigations on August 31, 2026 into whether truck and bus tires from China are dumped, subsidized, or both. It acted under the Special Import Measures Act on a complaint by Michelin North America (Canada) Inc. and the Canadian Retread Manufacturers Association. The two allege material injury from price undercutting and lost sales. The agency has made no finding. The notice is also published in French.

The notice covers new and retreaded tires for medium and heavy trucks, buses and trailers, at rim diameters of 17.5, 19.5, 22.5 or 24.5 inches, or their nominal metric equivalents.

The Canadian International Trade Tribunal opened a preliminary injury inquiry on September 1, 2026. It says it will decide on October 30, 2026 whether injury is reasonably indicated, and, if so, the border agency will make preliminary determinations by November 30, 2026. The agency’s news release gives the same date; its notice puts these decisions within 90 days of the August 31 initiation, and says provisional duties may apply.
